The GOP now controls the United States House and Senate because they unveiled the popular Contract on America in 1994. The document was rooted in three core principles: Accountability, Responsibility and Opportunity. Sadly, the Republicans who won election based on this creed, have never missed and opportunity to be irresponsible and unaccountable.
